POLICE-E MARDUME MEMBERS RECEIVE CERTIFICATES FOR BEST PERFORMANCE After successful completion of outreach programmes in order to increase cooperation between the police and citizens in Kabul, 34 police officers and heads of training departments received certificates of appreciation for their best performance at the Police-e Mardume (PeM - Community Policing) Best Practice Ceremony held in Kabul. The ceremony was organised by EUPOL Kabul Field Office in close cooperation with the Kabul City Police (KCP). The event was a platform for recognising individual and team best practices within the Afghan National Police (ANP). The recipients of the certificates were the ones who organised many outreach programmes in orphanages and schools in order to give people awareness about safety, police activity and how the police can help them and vice versa. EUPOL Head of Mission, Karl Ake Roghe, while congratulating the officers for best practice, praised the hard work of the ANP and said that there should be more focus on the capacity building of the ANP in terms of Intelligence-Led activities which is only possible through community policing. EUPOL has been actively supporting the KCP – PeM Unit since it started functioning in July 2013 and maintains a close cooperation with Colonel Katwazai, the Head of KCP Police-e Mardume (PeM). The unit has been trained by EUPOL and mentored by Kabul Field Office since the beginning. Oana Neagu, Mentor of the PeM at KCP stated: “I’m very proud of the PeM unit and the teams who put a lot of effort and enthusiasm. They have demonstrated a high level of professionalism throughout the implementation of these projects. Moreover, Kabul Field Office has facilitated and supported several community policing projects implemented by Afghan NGOs in cooperation with PeM Unit such as: community consultations implemented by Sanayee, school safety outreach implemented by Sayara, Afghan scouts’ peace through the rule of law programme implemented by PARSA. Deputy Head of Education at Kabul, Mr. Asif Anwari reiterated his support to the Afghan National Police (ANP): “We are cooperating with the ANP; they are welcome to the schools for conducting awareness programmes. Moreover, since last year more than five hundred high-school graduates have joined the security organs like ANP and Afghan National Army since last year.” Deputy Head of Police-e Mardume (PeM) Department of the Ministry of Interior (MoI) Colonel Samdil Banuwal said in his speech: “Police should have national motive and support democratic way of policing. We won’t be successful if we separate police from the people.” Deputy Head of KCP for Admin Colonel Mohammad Samid saw the best practice ceremony itself as a sign of good relationship between police and community: “We can see that police and civilians are sitting in this room altogether. It is a good sign of community policing already. We are paid and we have to be at service of our people.” EUPOL and GIZ have implemented two projects benefiting the KCP Unit: furbishing PeM Units and equipping them with IT as well as outreaching the youth in Kabul High Schools. The community outreach to the youth was a big success with 16 police teams trained by EUPOL visiting more than 91 high schools delivering presentations to approximately 6000 students. GIZ is not the only organisation which has worked with EUPOL in community policing projects. In fact several international and national stakeholders like UNAMA, UNDP and several Afghan Non-Governmental Ogranisations, such as Sanayee Development Organisation, PARSA, Tadbeer, Sayara have worked closely together with the KCP PeM Unit and EUPOL towards the implementation of the community policing principles in Afghan capital.
