PRESS RELEASE Office of Public Information Search Warrant Executed On Wednesday September 24, 2014 at 2:35 PM the Clarkstown Police Department executed a search warrant at 260 West Clarkstown Road in New City. The search warrant was a result of an investigation conducted by the Clarkstown Police Department after several complaints were received about drug sales taking place at the location. The search warrant resulted in the seizure of 240 individual wax envelopes containing heroin, a quantity of suboxone, drug paraphernalia, packaging material and marijuana. Three suspects were arrested and processed at police headquarters. They are identified as Andrew Flores, 26, Roger Mann, 32 and Victor Apolinar, 22, all from New City. The suspects were charged with criminal possession of a controlled substance 3rd(felony). Andrew Flores had additional charges of criminal possession of a controlled substance 7th( misdemeanor) and criminal possession of drug paraphernalia(misdemeanor). They were arraigned in Clarkstown Justice Court. Flores was denied bail due to previous felony convictions, Mann had bail set at $10,000 and Apolinar had bail set at $7,500. All three suspects were transported to the Rockland County Jail. They return to court on September 29, 2014 at 1:30 PM.
