Please share. Anyone that is interested in helping a dog that has no shelter in PA needs to download the PA animal cruelty documents from our website. A suitable shelter for a dog requires the protection from inclement weather and to preserve the dogs body heat. The people you want to contact if a dog does not have a suitable shelter or any other cruelty complaint is the local police, and the humane officers for that county. NOT animal control. In some cases the police officers dont know that animal control cannot do anything different than a normal citizen when it comes to cruelty situations including improper shelter. The humane officers and local police are the ones to call. Be educated with the law now so it will help you when dealing with the police. Wolf
