Political Rx: The California Hospital Association is asking Gov. Jerry Brown to try to talk health care unions out of going forward with a pair of blockbuster initiatives aimed for the November ballot. One would prohibit private hospitals from charging patients more than 25 percent over the actual cost of their care.
