We serve all people regardless of religion race. ethnicity. or gender. World Vision Blue Nile seeking to recruit qualified EC Project coordinator based in Blue Nile State. PURPOSE OF POSITION: Under the supervision of World Vision Sudan EC Program Managr. the Project Field Coordinator will be responsible for the field coordination of FC funded WV Sudan Blue Nile State Small Scale Agricultural Productivity Project implementation, the coordinator will supervise project field officers who will be closely working with ISRA, the project partner NGO, local agriculture office units (Agricultural Research Stations and Agricultural Development Centers) cooperatives, and the private sector for the implementation of the project. Key Responsibilities:- 1. Coordinates the following inception period activities: . Baseline survey - to establish baseline values for measuring indicators on the basis of clearly identified and relevant farming practices. . Soil analysis . to determine the need and viability of inputs such t fertilizers to be supported by the project. . Definition of extension methods and approaches and agricultural packages Lo be applied in each project target locality. . Market survey of local farm inputs and output market access in order to facilitate market linkage creation, . Environmental impact assessment of the project in order to incorporate risk mitigation measures in the project implementation actions. . Capacity assessment of Agricultural Research Stations (ARSs) and Agricultural Development Centers (ADC’s). in order to inform the capacity building plan for the same. • Disaster risk assessment (1)RA) - to better understand the potential occurrence of’ droughts and floods and Identify mitigation measures that need to be addressed by the project. . Selection of target villages and beneficiaries in collaboration with key stakeholders and on the basis of agreed selection criteria. • Assisting the Program Manager to refine the project proposal on the bases of the findings of the surveys. assessments, and analyses conducted In the inception phase. 2. Implementation, Monitoring, Reporting, and Evaluation . . In conjunction with WV Sudan FC Program Manager, WV Sudan Blue Nile Program Coordinator, ISRA, . and WV Sudan M & E Coordinator, prepare project implementation documents (DIP, cash flow, procurement plan. and M & E plan) at the end of the Inception period. . . Coordinate the implementation of the project according to approved objectives, plans of action, and budgets. . Assist the Program Manager in monitoring the progress of project implementation including the preparation of different internal and donor reports according to World Vision and FC reporting standards and agreed timelines. . Update project DIP and cash flows on a regular basis to reflect changes that need to be incorporated in to the project activities. . Work in conjunction with ,WV Su4an EC. Program Manager and food Security and t livelihoods Specialist to ensure program quality standards adhered to. . Assist WV Sudan FC Program Manager and PDQA and Finance Departments in the preparation and submission of timely and up to standard donor, WV and government reports. . Ensure that lessons learnt are documented and applied during the balance of’ the project life and incorporated into future proposal designs. . Assist the Program Manager in the coordination of the evaluation of the project impact during and at the end of the project. 3. Financial Management arid Compliance Assist the Program Manager on the following: . Monitor of monthly expenditure in consultation with WV Sudan Grants Manager in order w lake timely. corrective actions. . Ensure WV and the agreed FC financial systems and policies are adhered to. . Ensure compliance to internal World Vision Sudan and FC regulations in the implementation of the project. . Ensure project expenditures are within budget and in compliance with WV financial policy and EC financial regulations . Ensure timely submission at’ variance explanations on budgets to Finance team and other relevant stakeholders. . Work closely with Finance team to ensure appropriate record keeping is maintained of all donor related vouchers. waybills, etc to facilitate the timely reconciliation and liquidations. . Ensure project implementation is in alignment with internal and donor financial and administrative procedures and policies. 4. Provide Technical Support to and Build the Capacity of WV and Partners Staff . Provide technical support to WV Sudan/ISRA project field officers and MoA ARS/AIX’ extension workers in the implementation of the project. • Supervise Project field Officers including performance management. . Ensure project staff gets on the job coaching on project field activities. Develop capacities of project field staff and the staff of ISRA, a partner national NOO. ADCs, and ARS to improve their work outputs. 5. Coordination. networking, and Donor Relations . Participate in the World Vision and ISRA joint project monitoring meetings at field level - prepare draft agenda for the joint project monitoring meetings. . Record the minutes of the mint project monitoring meeting notes on issues discussed, conclusions drawn. and action plans agreed. . Do fallow up on the implementation of the action plans agreed during the meeting . Provide feed backs to the WV Sedan FC Program Manager. on the status of the implementation of the agreed action plans. . Liaise with Technical Support Committee at field level on project technical matters. . In conjunction with WV Sudan Blue Nile Program Coordinator. WV Sudan FC Program Manager. Blue Nile Stale s4oA ADCs/ARSs, and community beneficiaries ensure the sustainability of the project. . Liaise with ISRA to ensure smooth implementation of the project, effective operation, management. and appraisal of project staff . Ensure active community involvement in project implementation. . Host donor site visits in collaboration with WV Sudan Blue Nile Program Coordinator, WV Sudan EC Program Manager. and ISRA. 6. Other Duties • Perform other duties as assigned by supervisor. . Prepare and submit project updates as needed. Qualifications . A university degree in Agriculture or equivalent in a related field, a Masters degree will he an added advantage. . Minimum of 5 .7 in Project Management experience of which at least 4 years must he at the level or Project coordinator of a mid-sized to large grant/food security and livelihoods sector of emergency and/or early recovery interventions. . Experience with major donor budget preparation and management: experience in managing multiyear FC funded grant has a definite advantage. . Capacity building experience in project design, implementation. reporting. and evaluation. . Computer competency including MS Word and Excel. Experience of Lotus using Notes is a plus . fully fluent in the English language written as well as spoken. . Cross-cultural sensitivity, flexible worldview. emotional maturity. . Ability to work in and contribute to team building environment. . Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
