RWI is launching a comprehensive program to improve management and oversight of natural resource revenues in Libya and Tunisia. The program will provide support to governments to manage resource wealth effectively for sustainable development while simultaneously building the capacity of civil society to hold government to account for its management of this sector. Planned outcomes are for target countries to progress towards extractives international transparency norms, particularly revenue and contract disclosure; for accountability actors - media, parliamentarians and civil society – to develop the skills, contacts and support needed for improved oversight of extractive governance; and for increased demand in revenue management transparency and accountability to improve disclosure practice in target countries. Job Description The Monitoring and Evaluation (M&E) Specialist will support the implementation and track the impacts and learning of a MENA program to assist governments and oversight actors in resource-rich countries in managing oil, gas and mineral resources more transparently and effectively. The M&E Specialist will lead the process of designing, adapting and implementing rigorous M&E for the MENA region, including the application of performance indicators that can be used by partners to assess transparency, accountability and effectiveness of extractive revenues management in different target countries. The M&E Specialist will be based in Beirut and report to the MENA Regional Coordinator. Responsibilities: •Contributes to the development of a regional M&E Framework and ensures that it aligns with wider organizational M&E practice. •Leads the process of adapting the framework to country specificities, participating in adaptation sessions with country coordinators, partners and evaluators and helping them identify measurable indicators and available sources of information in target subnational areas. •Recruits, manages and supervises the work of data collectors for baseline and final evaluations at least in Iraq, Libya, and Tunisia, and possibly in Egypt and Yemen over the course of the project. •Identifies and manages a global advisory network of M&E experts and practitioners to assist with the development, peer review and implementation of indices. •With support from country coordinators, tracks and reviews reports, anecdotes and case studies submitted from partners and ensures they feed into wider evaluation efforts and project implementation. •Develops policy papers or briefings on lessons learned on successful project approaches and impacts, to advance and improve implementation across the organization and the field more broadly. •Helps design and deliver training and forums on M&E at regional and global meetings. •Provides M&E coaching and training to implementing partner organizations and helps build the capacity of partners to conduct capacity and performance self-assessments using the standardized M&E frameworks. Requirements: •Advanced degree in relevant field with five to seven years of experience in monitoring and evaluation of development projects, of which at least three leading M&E of governance interventions. •Experience with quantitative and qualitative impact tracking methods and how to effectively combine the two. •Familiarity with existing governance indicators and approaches to measuring government and civil society capacity and performance as well as policy changes. •Experience with randomized evaluation trials. •Experience in effectively combining and reconciling the learning and impact tracking purposes of M&E. •Networks with consultants, researchers, universities and other institutions specializing in M&E of governance interventions. •A diplomatic demeanor specifically in considering and tackling partner sensitivities and concerns around impact tracking. •Experience in coaching other organizations, including in fragile countries, to design and roll out rigorous M&E processes is desirable but not required. •Strong ability to communicate technical details to non-expert audiences and the media as well as technical audiences. •Ability to manage several simultaneous projects in a fast-paced environment. •Ability to work independently and as part of a team. •Integrity and professional discretion. •Willingness to travel. •Fluency in Arabic and English.
