Poste: Communication for Development Specialist UNICEF UNICEF The United Nations Children’s Fund (UNICEF) in Mali wishes to recruit a Malian national for the following position: Title: Communication for Development Specialist Level : NOC (National Professional, Category C of the UN System) Type of Appointment: Temporary Duration: 364 days Section: Communication for Development Duty Station : Bamako Date of issue : 01 October 2013 Date of closure: 11 October 2013 PURPOSE OF THE POST Under the general guidance of the Chief, Communication for Development, responsible for the design, management, execution, monitoring and evaluation of a behaviour change and social mobilization strategy in support of the country programme. MAJOR DUTIES AND RESPONSIBILITIES In collaboration with UNICEF and government programme officers, (especially the Child Survival Programme counterparts),designs and manages/facilitates the implementation of communication plans of action aiming at: (a) behaviour development/change at individual/household levels; (b) social mobilization of civil society organizations; and (c) increased community participation in development programmes; Monitors and evaluates activities on the basis of applied communication research and frequent visits to project sites. Disseminates communication research findings, ensures exchanges of experience and new methods to government officials, programme staff, and other UNICEF partners; In collaboration with partners, organizes/manages the formative research, development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient programme delivery, including facilitating behaviour change, where necessary; Develops partnerships with various religious groups, traditional leaders, teachers, artists and other organized groups in the community, as well as civil society organizations, to orient them on country programme goals and to solicit their involvement in the implementation of the country programme; Develops training materials and activities to build capacity in participatory & behaviour communication at various government levels, in support of programme sustainability; Provides technical support to government counterparts in the development and appropriate use of communication for social development, aimed at both individual behaviour change and collective action. WORKING CONDITIONS Post is office-based, with frequent travel within the country, and occasionally outside. QUALIFICATIONS & COMPETENCIES Education Advanced university degree in the social/behavioural sciences (Sociology, Anthropology, Psychology, Health Education) with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions. Experience Five years progressively responsible work experience in the planning and management of social development programs, including two years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programs. Language(s) Fluency in French and English (as a second UN working language) required. A good knowledge of local working language of the duty station an asset.
