Prof Saasa on 2015 Budget Economic consultant Professor Oliver Saasa says the 2015 budget will only make sense to Zambians if there are effective monitoring mechanisms. Professor Saasa said that the soaring huge borrowing like last year may ruin the good intentions of the budget. He said that there was no doubt that document looked good on paper but could only be effected by keeping tight control measures. Saasa said that it was important to create capacity for checking the implementation process. He said that external borrowing by the PF government was risking future generations who would suffer the consequences of the HIPC days. He advised Finance Minister Alexander Chikwanda to slow down on heavy borrowing especially that there was no indication that the money was all being channeled towards sustainable projects. zambiareports/2014/10/13/prof-saasa-2015-budget/
