Proposed Zoning Amendments 2015 Ballot: On September 17, 2014 the Lebanon City Council forwarded the proposed amendments to the Lebanon Zoning Ordinance to the City’s Land Use Boards for review and comment. A public hearing before the City Council has been scheduled for: January 21, 2015 A tentative schedule for review and comment by the City’s land use boards is as follows: · Conservation Commission, Regular Meeting – October 9, 2014 · Zoning Board of Adjustment, Regular Meeting – October 20, 2014 · Planning Board, Planning Session – October 27, 2014 As part of the effort to implement the Lebanon 2030 Master Plan, changes to the zoning ordinance continue to be an ongoing endeavor conducted by the Planning staff, with guidance and direction from both the Planning Board and the Steering Committee for the Implementation of the Master Plan (SCIMP). From the date of the last changes adopted by the voters in March 2014 - to present, the Planning staff has worked to identify, as well as prioritize desired changes. Additionally, proposed changes must be categorized as those requiring ballot referendum, or changes that the City Council has the authority to implement. There are a number of substantive elements, or sections, that are currently being worked on, including but not limited to parking requirements, storm water management, conservation development design (C.D.D), telecommunication, and changes to our “mixed use” districts (e.g. CBD, GC, PB, etc). Additionally, there are a number of improvements to the format of the ordinance that are overdue and forthcoming, including adding definitions, clarifying language, removing obsolete elements, etc. These efforts illustrate the dynamic nature of this regulatory document, and as such, it can be expected that proposed changes will continue to be forwarded to the City Council as they serve as the “stewards” of the amendment process. The timing of said proposed changes will continue to be driven by both the readiness of the material, urgency of the modification, as well as the required compliance dictated by the amendment process (Section 1000). The following table lists the “next round” of proposed zoning amendments recommended for submission to the City Council for the formal review process under Article X, Section 1000.2B of the zoning ordinance. The source of these proposed amendments is a combination of Planning Board and Planning staff recommendations. The action item for the Council is to initiate the amendment review process for any or all of the proposed amendments.
