Mission: - As the leading online-based organization in the Philippines, Siquijorian Chat Association, Inc. is aimed to improve the quality of life of Siquijorian through providing Community Services, responding the need of its constituents/stakeholders with the core values of Unity, Integrity, Perseverance and Loyalty to serve the homeland Siquijor Province. Goals: - Siquijorian Chat Association, Inc. had formulated goals in the attainment of its ultimate Vision; Unity and Cooperativism both National and Global, Integrity in the conduct of Services to stakeholders, perseverance in dealing the organizational mission, and Loyalty not only to fellow Siquijorians but to the Mother land Siquijor. Objectives: 1. To maximize membership and develop the true Siquijorian individual. 2. To respond the needs of Siquijorians in times of distress brought by disastrous events, lose of life, and work-related incidents. 3. To develop World-class strategy in Organizational Management. 4. To benchmark services and programs to other NGOs, Humanitarian Organization, and Government Institutions for the benefit of our members. 5. To educate people of Siquijor to be more Economically Productive, Self-sufficient, Environmental friendly and able to appreciate the natural and man-made resources of Siquijor Province. Programs and Services: Programs; * Medical Assistance *Funeral Assistance *Disaster Relief and Rehabilitation Program *Psycho-social Support Program *Scholarship Program Projects and Activities; *Community Awareness and Development: - Coastal Clean up Activity - Tree Planting and Reparenting - Mountaineering and Treking for Eco-Tourism *Health and Wellness Projects - Feeding Program - Community Health Assessment - Blood Letting and Blood banking *Training and Information Drive; - Disease Prevention and Health Awareness Campaign - Basic Precaution and Safety Training - Disaster Response and Operation Training - Nutrition Education Drive - Green Projects: * Garbage Segregation * Scrap Entrepreneurship Persuant to Article V of the Constitution and By Laws The Administrative Unit Section 2: The Administrative Unit - these Unit directly in charge in the operations, implementation of policies as well as the frontliner in service delivery to stakeholders.¹ These unit can formulate guidelines and procedures in accordance to the corresponding, resolutions, advisories, and referendum duly approved by the Board of Trustees. ² A. Chief Operations Officer- person appointed to these position is no different as General Manager and Secretary General functions. Shall oversee the entire operations, activities and services in compliance with the Implementing Rules and Regulations (IRR) and other policies and guidelines as prescribed by the BOT. B. Legal Counsel/ Adviser- person appointed by these position shall be a lawyer by Profession and shall evaluate, recommend, advise and monitor the Organizational and Legal system of the Association. C. Liason Officer - shall serves as assistant to the COO in coordinating, planning, and monitoring. Assist in processing contracts, lease agreement, to other parties. D. Officer In Charge for Philippine Operations and Global Operations- assigned with respective area and jurisdictions. Shall act as operation coordinators and evaluate and monitor activities both local and global. E. Accounting and Finance Officer/ Comptroller- person assigned to these position is no different as Chief Accountant and shall formulate systems and procedures persuant to approved provision from the BOT. F. Chapter Head and Area Coordinators: CH shall spearhead the memberships profilling within specific area while provided with coordinators to conduct field related drive. Consolidation of concerns, preparation of membership reports and activity planning are part of their major assignments. Siquijorian Chat Association, Inc. Re: Extracted Article for Duties, Functions and Responsibilities of Officers Article V Duties, Functions and Responsibilities of Officers Section 1 Board of Trustees- the Board of Trustees is the highest and the law-making Unit of the organization and shall function according to the following provisions; A. Board of Trustees shall be the only law-making unit of the organization from legal affairs, external affairs, operations, serviçes and OFW affairs. B.There shall be no laws, instructions, advisories, rules, and policies be inherited by the organization without approval of the BOT. C. The President as the Chief Executive Officer (CEO) shall be the Presiding Chairman and signatory in all legal undertaking, inquest proceeding, formulation of laws, resolutions, agreement, memorandums, advisories, contract to other parties. D. The three dynamic Vice Presidents shall functions as incharge for a specific area to concentrate and exercise powers as assistant to the President.¹ VP for Finance and Administration shall focus on financial, accounting, administrative and management workflow of the Organization.² VP for Operations shall focus on Services and Operational related activity and Events of the Organization. ³ VP for OFW Affairs and Welfare shall work on Siquijorian individual/fàmilies living and working out of the Country. Ensures thorough coordination and family link to hàve a wholesome living.⁴ E. The Board Secretary shall be liable and accountable in all documents the BOT had undertàken, keeping them in good faith, prepare and stored minutes, attendance, membership profile and organizational reports and portfolios.¹ Provided by an Assistant Secretary to assist in the records section.² Assistant as member of BOT shall function as Governing Board but is limited to specific power such as nomination, recommendation, hearing and inquest proceeding partiçipation and signing of policies, rules and regulations.³ F. The Treasurer shall be the Treasury Administrator, monitor the Assets; cash in bank, liabilities, investment and properties of the organization. Provided by an assistant but limited to a specific powers (see paragraph E sentence # 3). G. The Independent Auditors: Internal Auditor shall conduct regular audit proçeeding to monitor the effeciency, accuracy, and transparency of the organization. Auditing system shall çomprise but not limited to; Financial Auditing, Management and Administration Auditing, and Policy Compliance Auditing and shall be conducted in a quarterly basis. External Auditor shall conduct random audit including reports, documents duly reviewed by the Internal Auditor. Any malicious reports be included for BOT review. H. Project Development Officer shall be Officer in charge for project planning and supervision. J. Press/ Public Information Officer shall be in charge in formulation/publishing flyers, newsletters and paper releases and reading materials for public use. Shall serves as Speaker on BOT behalf. Siquijorian Chat Association, Inc. Election Rules and Proceeding Committee on Election There shall be a Committee on Election to be created that directly in charge for election matters such as strict compliance of Election Rules. Committee on Election shall compose of Five (5) independent individuals; one as Chairperson, one for Asst. Chairperson and three Committee members. No member of the Administrative Unit nor Board of Trustees be part of these Committee in order to avoid bias and connivance in the Election proceedings. A. Election of the Organization shall be conducted once every three consecutive years unlike otherswise resignation, death, disablement and dismemberment of the latter shall convene a special election supported with further BOT resolution. B. Election proceeding shall be conducted online via Facebook as the Official election pools. Any running candidate/s shall formally file a Certificate of Candidacy (CoC) via online thru the Committee on Election. C. Running candidates for Board of Trustees position shall conduct election campaign thru the official Siquijorian Chat Association, Inc. group accounts. This is to ensure further that the recognized voting power are aware of the platforms, plans and organizational milestone of the candidates. D. There shall be an Official e-mail address to be created for the Committee as basis for counting of ballots/votes. Official ballots / form shall be sent thru e-mail to the identified voting power (member/s allowed to vote) via personal e-mail address to ensure secrecy and confidentiality. There shall only be one e-mail address to be created by the Committee, username and password of such shall be in the custody of the Chairman and Asst. Chairman only. No votes shall be recognize thru Facebook account/s, it should be via e-mail address as recognized by the Committee. Any votes came from any source exept the e-mail address of the Committee shall be considered as null and void. Consolidation of votes and declaration of winning officials shall be conducted online thru the Facebook pools provided that all members of the Committee are online and aware of the election result. E. Criteria for identifying the voting power- Out of the 100% total membership registry, only 10% of it shall be considered as voting power. Members as included in the voting power list are the only recognized person allowed to extend their votes for the Top 12 BOT positions. Voting power shall came from the AU group particularly the Chapter Heads and Area Coordinators. F. Newly elected Officials shall take effect under Oath 1 Month after the election. J. Any AU and BOT Officers found in connivance with the voting power for thier own benefit and the other candidate/s shall be subject for inquest proceeding by the Board of Trustees as the highest governing board with thorough investigation from the Grievance Committee. Decision shall came from the Grievance Committee as provided to be the proper Unit to handle the complaint/s. Any Officers found guilty shall be subject for removal of Office 5 days after the decision.
