SP to approve Envi Code by end of month Bayombong –The Local Legislature here is optimistic that it will be able to pass the Environment Code of the Province of Nueva Vizcaya before the month comes to an end. This was assured by Sangguniang Panlalawigan Member Atty. Primo Percival J. Marcos, Chair of the Legal Committee during the 71st regular Session of the 8th Sangunian held last Monday, November 21. According to Board Member Efren M. Quiben the technical working group created by Governor Ruth Raña Padilla is having hard time compiling all local ordinances and integrating comments and suggestions from various stakeholders during public hearing and consultations. It was assured, however, that the Code will be passed as targeted. In response, Board Member Marcos said “we will try our best to finish the Environment Code by the end of November” as he answered queries from other members as to the status of the measure. The Code is a compilation of all the existing local legislations in the province. Once approved, it will serve as the very basis of all policies, rules and regulations including the corresponding sanctions to every violation relative thereto. Included in the proposal is to promote the Capisaan Caves in Malabing Valley, Kasibu town as the province’s premier eco-tourism park. It is well perceived that the tourist spot will become one of the top tourists’ destinations in the country once all access roads are established and amenities constructed. Board Members Flodemonte S. Gerdan and Pepito D. Balgos suggested having the opinion of the Provincial Legal Officer as to the provisions of the Code. Meanwhile, Vice Governor Epifanio LD Galima, Jr. explained that “if the august body will be able to pass the same, it will be a welcome development in making the programs of the provincial government sustainable pursuant to the PRAYERS N FAITH agenda of the Governor.” The province is celebrating November as the Environmental Awareness Month pursuant to Sangguniang Panlalawigan Ordinance No. 2013-084. ### jeremy
