Snyder To Create Office To Help New Americans Governor Rick Snyder will announce in his State of the State speech tonight that he is establishing a new state office to assist “new Americans” as part of his efforts to make Michigan a destination for immigrants, sources familiar with the speech told Gongwer News Service. Additionally, Mr. Snyder will propose an “early warning” system for local governments and schools running into financial trouble. Such a system would be designed to help them correct financial issues before the state decides the situation is so bad it has to intervene or take control of the government or school district through an emergency manager. Treasurer Kevin Clinton said upon his appointment to the post in October that he wanted to design an early warning system, but at the time declined to discuss specifics. Mr. Snyder also is expected to call for another big increase in early childhood education. That is consistent with Mr. Snyder and legislators having already increased spending by $65 million for the current fiscal year and pledging that they would approve another $65 million hike for the 2014-15 school year.
