Sole Commissioner urges Police to pay compensation to ex-officer Sole Commissioner of the Judgement Debt Commission, Mr Justice Yaw Appau, on Monday urged the Ghana Police Service to pay compensation due ex Deputy Superintendent of Police (DSP) Emmanuel Yaw Blessie. He said the National Reconciliation Commission (NRC) recommended that Ex DSP Blessie be re-instated into the Police Service, promoted to the next rank and subsequently retired and paid his entitlements but this had not been carried out by the Police Administration. Mr Justice Appau made the appeal during the Commission’s sitting at which Mr Anthony K. Kokroko, Counsel of the Police Service, appeared in the matter of petition against the Inspector General of Police and the Chairman of the Police Council by Ex DSP Blessie. According to the Sole Commissioner, Ex DSP Blessie was arrested and detained just after the 1981 military coup detat for two and half years for no apparent reason and was subsequently wrongfully dismissed. Mr Dometi Kofi Sokpor, Counsel of the Commissioner, said the Ex DSP had appeared before the Commission to state that he had since 2007 been trying to get the Police Authorities to address his situation but to no avail. Mr Kokroko said the Police did receive a letter from the Attorney General’s Department instructing them to take steps in paying compensations based on the NRC’s recommendations. He said the Police Council instructed that investigations be carried out on all persons due for compensation payment to ascertain their identifies, nature and date of wrongful dismissals, before recommendation would be made to the Controller and Accountant General’s Department for payment. He said those who genuinely appeared before the Commission set up by the Police Council were duly compensated. The Police Counsel said he was the first point of call in the matter of compensation payment and he had neither come across Ex DSP Blessie nor seen his file; declaring that: “I wish to see him”. “I am appealing to you to take steps to address the situation, because if he takes legal action, the state will incur another judgement debt. The Commission has been informed of a notice served on the Attorney General of his intention to pursue the case in court,” Mr Justice Apau said.
