Special Meeting - November 23, 1983 Milton, Florida. The Board of County Commissioners of Santa Rosa County, Florida, met in special session on the above date with the following members present: Chairman Billy Lee, Vice-Chairman Howard Barnes and members Millard P. Adams, Jr. William Carroll and Jim Howell. Also present were Attorney Morton, the Deputy Clerk and Public Works Director. The meeting was called to order by Chairman Lee at 5:00 pan. and opened with prayer by Commissioner Adams. The audience joined the Board in the pledge of allegiance to the flag. A letter from the Santa Rosa County Chamber of Commerce advised that the Milton Kiwanis Club plan to sponsor a Circus at Milton T Field on November 28, and requested permission from the Board. Jim Howell moved approval, subject to the Kiwanis Club having sufficient insurance to cover this, which was seconded by Millard Adams and carried by unanimous vote. William Carroll moved approval of the surety for the following Fire District Bonds, which was seconded by Howard Barnes and carried by unanimous vote. 1. F.F. Bergschneider $10,000. Treasurer of Avalon Beach-Mulat Fire District. Insurance Company of North America. 2. F.F. Bergschneider $S,000. Avalon Beach-Mulat Fire Commissioner. Insurance Company of North America. Ann Spencer, Executive Director of Project 60 Plus, requested board approval to add two trailers for office space to be connected to the permanent structure by a covered walkway. William Carroll moved approval of the office trailers, at no cost to the County, which was seconded by Jim Howell who asked if this was anything to do with the Countys contract for office trailers. Carroll said no, Mrs. Spencer needed the trailers urgently and could not wait till the Sheriff no longer required the trailers he is presently occupying. The motion carried by unanimous vote. Millard Adams said he understood that an item on the MP0 agenda was the Consolidated Transportation Program for Escambia County which is not operating efficiently or effectively and Ann Spencer had been asked to head this program. He said he had discussed this with Mrs Spencer who has a pledge of $100,000 from the Department of Transportation to cover starting costs and she anticipates employing a Director to operate the Escambia County program and coordinate the trips between Santa Rosa and Escambia Counties. Adams said the Commission would be asked to agree to the takeover. William Carroll said he is on the board of directors of the Council on Aging who knew of this proposal, and his only reservation was that they compensate Mrs. Spencer for her efforts. A letter from Spike McDonald, Supervisor of Elections, reminded the Board that his office would soon need the space occupied by the Veteran Service Officer, Probation Officer and his secretary, in view of the upcoming Presidential Preference Primary, William Carroll asked the status of the new maintenance shop. Pooley said the foundation has been completed and he believed the building would be finished in February and, when Larry Stanhope and Frank Rowell move the Road and Bridge Department to the new building, the Veteran Service Officer and Probation Officer can km moved to the present Road and Bridge office. Carroll moved approval of a letter to Mr. McDonald informing him of the Boards plan in this respect, which was seconded by Howell and carried by unanimous vote. Attorney Morton advised that some time back when construction was beginning on the jail there was some problems with the plumbing work. He said he asked Russ Harber if the matter had been settled as far as the City of Milton was concerned, lift. Farber said no, the City still wished the County to pay $454 which was their cost for doing the work. William Carroll said this matter went through Renis Jones at one time who was supposed to have advised whether the Board was obligated to this cost. Millard Adams said he felt the people who did the work should be responsible and Carroll agreed. After much discussion Howard Barnes moved approval to pay the City of Milton $454 from the jail line item, which was seconded by Millard Adams and carried by unanimous vote. Attorney Morton advised he bad met several times with the people concerned in the dispute over the Noah Jordan property but no agreement had been reached. He requested authorization to file a Declaratory Action Suit so the Judge could male a ruling on whether the road should be opened or not. He noted that Stephen Lee had agreed not to barricade the road if we tried to work out a solution. Jim Howell moved approval, which was seconded by William Carroll and carried by unanimous vote. A letter from the Midway Water System requested board approval to apply to FHmA for water improvement fund5ng for a 400,000 gallon elevated water storage tank and appurtenances. Jim Howell moved approval, which was seconded by William Carroll and carried by unanimous vote. Millard Adams advised that he and Pooley had discussed with representatives from the City of Milton the possibility of an alternate site rear the Sewage Treatment Plant at the Industrial Park for the animal shelter. Milton. He said the area would be isolated and wished to know whether this would be a consideration and, if so, he felt it should be discussed before the Public Hearing on November 29. William Carroll said he felt it would be detrimental to the Industrial Park for the animal shelter to be located there, but Adams said he didnt feel it would have any more adverse affect then the sewage treatment plant. Jim Howell said he didnt feel any action should be taken tonight when there is a public hearing on November 29 on this matter, and this was the general consensus of the Board. William Carroll said he felt a representative from the City of Milton should be present at the Public Hearing. Howard Barnes said if the Industrial Park site is to be considered he felt a representative from the Industrial Development Authority should also be present. Carroll said he felt if the location by rim Auditorium is unacceptable then the matter should be referred back to the City of Milton.
