Stiffer fines await careless, rude drivers By: Louine Hope Conserva THE latest set of traffic rules issued by transportation authorities will also punish irresponsible and discourteous drivers. The joint administrative order issued by the Department of Transportation and Communications (DOTC), Land Transportation Franchising and Regulatory Board (LTFRB) and Land Transportation Office (LTO) are imposing higher penalties on reckless, rude and abusive drivers. Even the operators are not spared as they could also be fined up to P15, 000 or have their franchise cancelled for overcharging or undercharging; refusal to render service to the public or convey passenger to destination; and failure to provide proper body markings, among others. For the first offense, the operators will be fined P5,000. The second offense will result in P10,000 fine and impounding of the vehicle for 30 days. The third and subsequent offenses will result in P15,000 fine and cancellation of the certificate of public convenience (CPCs). Jojo Jamerlan, LTO law enforcement unit chief, said the penalties apply to all public utility vehicles, private, licensed and registered vehicles. Jamerlan said the LTFRB could also apprehend violations pertaining to franchises. He also clarified that the penalties are operator-based as there are separate penalties for drivers and operators. “The drivers are only fined P1,000. Three offenses by three separate vehicles would already mean cancellation of the franchise for the operators,” he said. Reckless driving, according to Jamerlan, is when the driver endangers the safety of passengers as well as cause damage to properties. “The operators should really choose the type of drivers who will operate their vehicles because they (operators) are held responsible for the offenses,” he added. Vehicles will also be fined for failure to designate specific seats for persons with disabilities. Jamerlan advised passengers to immediately send their complaint to LTO and LTFRB. The joint administrative order took effect on June 19.
