The Central Administrative Tribunal on Wednesday issued showcause notice to Chief Commissioner Income-Tax, Chandigarh seeking explaination as to why contempt proceedings were not initiated against him. The notice were issued following a petition demanding initiation of contempt proceedings against the Commissioner for not following directions issued by the tribunal to comply with the directions given by the SC in NR Parmar case in preparing the seniority list of the inspectors of North West Region. The I-T department was directed to prepare the list on the basis of principles laid down in NR Parmar Case and thereafter consider the case of the eligible people falling within zone of consideration for the promotion to the post of Income-Tax officer with in one month. According to the petitioners the respondents instead of taking steps in terms of directions issued eligibility list on September 20. In its original application the petitioner had submitted before the court that despite settlement of the issue by the highest court of the land and directions issued by the tribunal in an earlier case the respondents failed to settle the issue. The interim relief sought by the petitioners was that during the pendency of the original application, the respondents may be restrained from convening the Departmental Promotional Committee and make any decisions regarding the promotions. The relief provided by the tribunal and I-T department was directed not convene any Departmental Promotional Committee. However, according to petitioners the department went ahead with convening DPC and prepared the eligibility list without complying to the directives. Source Indian express date 26.09.2013
