The Indian Ocean Newsletter N°1395 16/01/2015 ETHIOPIA ARDUF threatening to attack Addis Ababa-Djibouti communication * The Ethiopian government authorities are taking the mainly Afar ARDUF armed rebel movement’s opposition to the creation last month of three special kebele (small administrative entities) in the Afar Regional State very seriously. In response to threats issued by ARDUF’s leader in Asmara, Mussa Ibrahim, to attack the transport routes, the Ethiopian federal authorities asked the head of the security in the Afar Regional State, Seyum Awal, to deploy special police forces at the strategic points where the rebels could operate. The latter see the creation of the three special kebeles as going back on the 21 September agreement between the presidents of the two Ethiopian regional states, Ismail Ali Siro (Afar) and Abdi Mahmud Omar (Somali). Indeed, this agreement obliged the Somali Regional State to hand back the administration of these same localities to the Afar Regional State (ION 1388). An upswing in violence in this region which is crossed by routes communicating with Djibouti would impact the whole Ethiopian economy. (Source: The Indian Ocean Newsletter N°1395 16/01/2015) Éthiopie L’Arduf menace d’attaquer l’axe Addis-Djibouti * Les autorités éthiopiennes prennent très au sérieux l’opposition des rebelles armés de l’Arduf (à dominante afar) à la création, le mois dernier, de trois kebele (petite entité administrative) spéciaux administrés par les Issa au sein del’Afar Regional State. A la suite des menaces d’attaques sur les voies de transport proférées par le chef de l’Arduf basé à Asmara, Mussa Ibrahim, les autorités fédérales d’Addis-Abeba ont demandé le 8 janvier au chef du bureau de la sécurité de l’Afar Regional State, Seyum Awal, de déployer des forces spéciales de la police aux points stratégiques où pourraient opérer les rebelles. Ces derniers voient dans la création des trois kebele spéciaux un recul par rapport à l’accord intervenu le 21 septembre entre les présidents de deux États régionaux éthiopiens, Ismael Ali Siro (Afar) et Abdi Mahmud Omar (Somali). Cet accord imposait au Somali Regional State de rétrocéder l’administration de ces mêmes localités à l’Afar Regional State (LOI N°1388).
