The PAC is disappointed on the Medium Term Budget Statement by Minister Nhlanhla Nene. It continues to the same direction to nowhere. The budget without a vision of nation-building is only accelerates this country to its obvious destination, which is bankruptcy. The vision expresses in National Development Plan (NDP) and reinforced by this budget is against the desires of national sovereignty. It further locks this nation to a colonial relationship with supper powers from the East and the West. Hence, this NDP budget is consumption budget. The PAC is furthermore agitated by the fact that this is a consumer budget, driven by the desire to give away national wealth to foreigner corporations through privatisation of state owed companies stating with Vodacom. This budget seek to speed up the process change all assets to be liquid cash that can easily be looted. Furthermore, the national income is waisted through corrupt tendering system, which is anchored in overpricing. The taxpayers are not getting value for money from their taxes because of intentional weaken financial controls in public sector. The PAC is worried about the continuous extension of taxes through various schemes such etolls and the new pension rules. The PAC has not deviated from its reject of any user-payer tax including the Value Added Tax (VAT).
