The State of the Union is a tradition that began with the first President, George Washington, who addressed Congress on January 8, 1790. His successor, John Adams, did the same, but the the third President, Thomas Jefferson, set a new tradition when he sent his messages in writing and did not appear before Congress. That precedent stuck until 1913, when President Woodrow Wilson addressed a joint session of Congress and this has been the tradition ever since. During Harry Truman’s Presidency, the speech came to be widely known as the State of the Union address instead of the annual message.
