The elderberry beetle will stay on the envioronmental protection list. For two years, the U.S. Fish and Wildlife Service has been talking about removing the valley elderberry longhorn beetle from the federal threatened species list. The most recent decision is: Not now. Levee officials say that keeping the threatened species on the list makes flood control more expensive, including costs to keep habitat, conduct surveys and consult with federal agencies. One district pays $30,000 a year in mitigation area maintenance. Its money that could be spent for public safety, said Bill Hampton, district manager of Levee District No. 1 in Yuba City.
