The upland people of the Philippines are legal Filipinos. They were the first settlers of the Philippines cultivating lowland and upland. They moved to the upland when others settled at the lowland. Now, where will they move if their land which they till for livelihood be converted into another, like the commercial Green City. They are not third citizens of the Philippines to be taken for granted. Distribute now the land titles to the rightful owners of the barangays which were formerly under the US Reservation Land Area. We hope that the government leaders concerned will legally act on this matter.
