TRAFFIC CHAOS BY PARKING CONTRACTORS IN SECTOR-18 MARKET, NOIDA High Street Retail Outlets of sector-18, Noida is the biggest market in Delhi NCR, with over 500 showrooms. Its easy accessibility by road and Metro give it a top shopping and entertainment destination. Originally planning has provided reasonably wide roads with connectivity between main streets however with high rise buildings pressure on services and traffic has increased. The revenue earning capability of this Market has been reduced critically by turning away valuable shoppers due to poor traffic management and free run to parking contractors and roadside vendors. This in turn deprives State Govt from much needed tax which could have accrued from good market ambiance. 2. Successive Chief Executive Officers, NOIDA have directed from time to time that vehicle parking will be such that pedestrians can walk safely. At the same time the wheels of the car shall not be on a metaled portion of the road. In gross violation parking contractors are parking cars on road at places in two rows; one perpendicular and one parallel to the road. They even take the keys from car owners and leave it in the middle of road till space is found. Even yellow lines are tempered with and painted as per convenience of the contractor. Tow Away cranes meant to keep roads clear of violating vehicles blissfully avoid such vehicles as the parking contractor has charged a fee. Traffic vows are multiplied by large numbers of roadside vendors, whose customer consume eatables in their car in middle of road. These choke of blocks at the entry points is the saddest part . 3. Showroom owners who are spending ten hours a day have a definite solution to all aforesaid problems. These remedial measures along with statement of problems are as follows. The multilevel parking being constructed should not have any commercial floor and be used exclusively for excess flow of vehicles of the sector. Free parking immediately in front of Showrooms should continue to be free as hitherto. Since Redevelopment Plan as decided during the meeting chaired by earlier CEO, is shortly going to commence; there is no logic to allocate extra sites to parking contractors at this stage. A narrow stretch behind MacDonald’s Restaurant which cannot take length of a car is an example. We feel it is encroachment by the contractor as is done in several locations in the sector with new rates of parking. Market Association may please be provided with a map of stretches of road berms allotted to contractors. Two sides parking on internal roads deprives walkway to pedestrian. It also brings moving cars to grinding halt when a vehicle moves out/in to/from Parking along the road side. The solution lies in allowing parking only on one side of the road. There should not be any parking of vehicle for at least 20 meters of entry points to the sector. At present even vendors choke such entry points Golden rule for parking of vehicles followed all over the world and in disciplined part of our own country is to park cars at 60 degrees to the flow of traffic. This will not hinder with the normal flow of traffic, we in Noida can also make it obligatory. During weekends all crossings in the sector experience blockage due to haphazardly parked vehicles and absence of traffic police. The crane should also respond to any caller on mobile/ SMS to keep erring vehicles in discipline and traffic police should regulate traffic at bottle neck. 4. Substantial parking space inside sector along the road has been occupied by vendors in connivance with parking contractor and no one takes action to remove them. Unhygienic meat products are served in summer and rainy season spreading gastro diseases but health staff never checks them. Earlier on staff from encroach cell was in sector till 9 pm to keep vendors away from the roadside. The staff should be made available even now. 5. To sum up we request you for reviving participation by Sector 18 Market Association (Regd) in administering Sector 18 Market to make it public friendly. A nodal officer preferably concerned project Engineer can be designated to give a few hours in a month to solve Sector Problems .
