To my opinion, there root causes for the misery are (in general): deficient competency of teachers as teachers, i.e. experts on certain subjects may be very competent in their fields + book knowledge, but they are not properly trained to teach majority of teachers (at all levels) are mainly occupied with salary, perks and promotion issues and inflights within their resp. educational institutions. Good leadership in this context is widely missing. mindset of teachers (closely connected with 1.): as long as education is perceived as mere business, and also mindset and attitude towards students, i.e. shuffling them around like clerks do with their files decision-makers in gvt. positions are treating the problems as bureaucratic issues and also, they have no connectivity with situation on the ground, they are not the least interested no efficient and transparent, non-bureaucratic quality assessment & control systems(plus consequences!) of faculties at all levels are in place. To become a teacher is often a matter of convenience instead of genuine commitment to the profession. India could do much better, but the majority of influential people and decision-makers are absolutely change resistant, mainly for their own gains, i.e. reputation and greed! We all could bring about change if the will would be there
