UEM Prayer Alert Update 2: Situation in Goma/DR Congo The fighting in Goma which we alerted you to was stopped within a few days. Since then, more than 3,000 troops from Tanzania, Malawi and South Africa have been assembled in Goma. This Intervention Brigade is intended as the United Nations’ first ever “offensive combat force”, meaning that the brigade has been authorized to “undertake military operations against armed groups” in order to “help the Congolese government strengthen its control over territory.” It is authorized to support the Congolese authorities, work unilaterally, or work with the Congolese armed forces. The population in Goma seems to have confidence in this brigade; and it actually did push the rebels further away from Goma in some fighting last week. Nevertheless, fighting still continues in the very north of North Kivu Province where some troops of Ugandan warlord Joseph Kony are trying to establish a foothold. The Mugunga refugee camp in Goma has swollen to about 300,000 refugees in recent months, but since the beginning of July, refugees have started to return home which is seen as a very positive sign.
