Unfortunately ... this is the way of life in Latvia. A lot of people talk a lot but no one takes any action on serious issues like this. This is WHY Latvia is struggling so hard to improve --- but in reality as compared to other countries, Latvia IS NOT improving... Latvia is falling further and further behind. In other countries, there are consequences for actions and in Latvia no one suffers any consequences! .
