The U.S. Embassy in Bishkek is seeking an individual for the position of Information Resource Center Assistant in the Public Affairs Office. Basic function of position The Information Resource Center (IRC) Assistant serves as the Mission’s primary coordinator for outreach programs and activities, providing administrative and logistic support to a wide-range of post initiatives in order to advance the public diplomacy outreach goals and priorities in the Kyrgyz Republic. Provides programmatic and administrative support to American Spaces Program to promote people-to-people interaction on a variety of public outreach platforms throughout the country. Advances social media outreach activities to engage with the host country audience in conjunction with in-person outreach at American Spaces. Reports directly to LES Information Resource Center Director with guidance from Assistant Public Affairs Officer (APAO) and Information Resource Officer (IRO). Qualifications required All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Education: A university degree in information science, library science, political science, international affairs, American studies, education and other related fields in humanities and social sciences is required. Experience: Four years’ experience in the field of library administration, information research, information center management, teaching, education, public relations, or NGO development is required. Languages: Level IV (Fluent) (written/spoken) English, Level IV (Fluent) (written/ spoken) Russian and Level III (Good Working Knowledge) (written/spoken) in Kyrgyz is required. (Language proficiency will be tested.) Knowledge: Good knowledge of key institutions in government, business, academia, and civil society in the Kyrgyz Republic. Good knowledge of library and academic structure in the Kyrgyz Republic. Good knowledge of overall Public Diplomacy programs and resources. Good knowledge of Department of State cultural, educational and exchange programs. Good knowledge of U.S. society, art, culture, 2 of 5 education, and political processes. Good knowledge of project management. Basic knowledge of graphic design is required. Skills and abilities: Ability to work well in a team, to draw from and assist other PAS programmatic areas to achieve Mission goals. Ability to communicate effectively with all public diplomacy contacts. Strong organizational ability to carry out details of public diplomacy programs, often working on several projects at a time with overlapping deadlines and under a great deal of pressure. Ability to draft original cables, faxes, e-mails in English and Russian to Department, local contacts, and other recipients. Ability to draft correspondence in English and Russian. Must have knowledge of Microsoft applications (Word, Excel, PowerPoint, Office Outlook), Social Media (facebook, twitter), Adobe Acrobat, Photoshop. Advanced cross-cultural skills to communicate effectively in a multi-national, multi-lingual working environment are required. Selection process When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application. Additional selection criteria 1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 2. Current employees serving a probationary period are not eligible to apply. 3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply. 4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment. 5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
