Water park TO THE EDITOR: The legislative audit found the city manager entered into a contractual agreement with Holiday Springs Water Park for reduced water rates in violation of Arkansas and Texarkana Code. The city manager waived building permit fees totaling $15,136 without authorization. Texarkana Hotel LLC was reimbursed twice for an invoice totaling $44,614. Inadequate documentation in disbursements of city funds violates Arkansas Code. The agreement to pay Texarkana Hotels LLC $150,000 for 15 years for convention center. The agreement to pay Texarkana Hotels LLC $250,000 for 20 years as an incentive to build a water park. The agreement to refund A&P taxes collected and remitted to the city and by Holiday Springs Water Park to Texarkana Hotels LLC. The agreement to refund A&P taxes collected and remitted by the hotel/convention center to Texarkana Hotels LLC for 15 years. All these agreements do not contain a clause providing a method to monitor the use of these funds. The agreement to pay $500,000 to Texarkana Hotel LLC over a seven year period at 5% interest violates Arkansas Code. City manager requested $584,500 be used from Texarkana Water Utilities funds for Texarkana Hotels LLC use. And last, but not least, the state auditors certainly have a problem with the city manager taking payment from the city for his retirement fund at the beginning of the year before this salary benefit is actually earned. The way I see it, Harold Boldt actually is personally benefiting from this arrangements. Even though he says, the way he sees it, he is not. Firing a 20-something year city clerk employee, for what, again? I would like to believe, after listening to the way Boldt justifies his decision making, this is not the way the majority of Texarkana, Arkansas citizens think! Call the four city directors, who in the past have voted for many of Boldt’s proposals and ask them to please listen to these concerns and vote for what is best for the city.
