Unless the Government makes the law tight this is not going to stop. A sense of fear that if i commit a crime i will be punished can only change this. "A Man who is gulity of Rape has to be Hanged in front of the Public within a week of crime". But do we have courage to implement a law like this. The victim is dead but the persons who commit the crime still lives. May be if any top notch officials relatives is victimised may be the government will implement a stronger law. Sad Sad Pity on us we elect one party thinking he will do good but when we find he is not good we elect another but he is worst than him then whom do elect. Oh my Mother India save My Country cant hear such bad news on you like this for long...:(
