Where did the phrase "10-4" come from? And what does it actually mean? 10/4 actually means "understood" not "yes" And 10 was said because speech expert says "when spoken over radio the first word or phrase is typically not heard or understood! So "10" was a clearing word and easy to get ones attention without clarification. CB Radio Phrase 10 4 originated from the Illinois state police. The development of the 10 codes started in 1937, at a time when police means of communication channels were made partial in order to lessen use of dialogue on the radio.
