While much has been said of the administrative prowess of Gujarats governance machinery, when it comes to transparency, Maharashtra beats Gujarat by a long haul. Gujarats much-hyped development model was recently put into question when a panel headed by RBI governor Raghuram Rajan called Gujarat a less-developed state. Now, its governance has been challenged by a study on the RTI Act by the Commonwealth Human Rights Initiative, an independent not-for-profit. The report shows the Gujarat State Information Commission has never published an annual report on its website since the RTI Act was passed.
