World Vision Livelihood Specialist - Project to Combat Child Labour Job Vacancy in Kigali, Rwanda PURPOSE OF POSITION: The goal of the project is to combat child labour in various sectors, including agriculture, fishing and fisheries/aquaculture and domestic service, through an innovative, effective, and integrated approach that involves increasing children’s access to quality education, promoting sustainable livelihoods for their households, increasing beneficiaries’ access to national social protection programmes that help households reduce dependence on children working to meet basic needs, and increasing youth’s access to decent work. The Livelihoods Specialist is responsible for providing leadership in developing the technical aspects of the United States Department of Labour (USDOL) project related to sustainable livelihoods interventions, in collaboration with the Project Director. KEY RESPONSIBILITIES: Project Implementation & Representation: In coordination with relevant livelihood agencies at the national and provincial level, design livelihood project models and strategies to meet the economic profile of target children and families in the project target areas. Coordinate the development of the implementation plans of the project with Livelihood Officers of partner agencies. Establish partnership with relevant livelihood, marketing and microfinance agencies to effectively support the design, implementation and sustainability of the livelihood projects. In coordination with the Education Specialist, develop integrated approach to the development of life skills of youth to enhance their productive skills and equip them to diversify their livelihood activities. Management: Facilitate capacity building of Livelihood Officers and project field officers to effectively implement, and sustain livelihood projects with target children and families in project communities. Provide technical assistance to Livelihood Officers in the area of interventions and networking for resource sharing in the implementation of livelihood projects. Provide support and daily oversight of subcontract livelihood related activities. Monitoring & Evaluation: In coordination with Monitoring and Evaluation Officer and Livelihood Officers, develop monitoring plans and strategies for effective and efficient monitoring and reporting of the progress and results of the livelihood activities. Coordinate and plan periodic reviews and evaluation of the livelihood activities with relevant stakeholders; identify and recommend appropriate responses/actions on recommendations arising from the review and/or evaluation. Participate in the development of periodic or annual reviews and work plans as scheduled by the Project Director. Submit technical reports and provides technical assistance to the Project Director in the preparation of the report. KNOWLEDGE, SKILLS & ABILITIES: REQUIRED: Bachelor’s degree in agricultural economics, social science or other relevant field. Understanding of child labour issues, including youth employment. Can operate Microsoft software applications such as Word, Excel and PowerPoint. Fluency in English required. Excellent communication skills, both in oral and written forms. PREFERRED: Minimum 3 years of experience in a leadership position responsible for livelihood interventions and the technical aspects related to the proposed strategy including skills training, micro-lending, micro-savings, employment generation, alternative/additional income generation, youth employment and social protection. Experience in projects promoting livelihood interventions. Experience working with vulnerable youth and their families preferably in Rwanda. Experience working successful with government agencies and private organisations engaged in promoting improved livelihoods for households and the provision of social protection services. Experience working with employers’ organisations, trade unions or other civil society organisations. Experience introducing, organizing and managing programs that achieve results. Extensive travel required, must be willing to travel and work for periods of time to field project sites including rural sites with few amenities.
