X was invented by an English aeronautical engineer widely considered as the father of aeronautics, but was patented by an American named Edward Claghorn in 1885 as a device for for tourists, painters, firemen, etc. designed to be applied to the person, and provided with (sic) other attachments. X was first introduced as standard feature by the company Y in its model GT750 at the 1958 New York Motor Show. The worlds first X law was, however, put in place only by 1970 in the state of Victoria, Australia after conducting extensive tests on police vehicles fitted with X. Identify X & Y
