You have to wonder what kind of interpretation is engendered in European capitals when, instead of addressing heads of state and policy implementers, Obama went to NATO headquarters in Brussels and then addressed a confab of Belgian *students* in order to unveil his major US policy statement on Russias sundering of Ukraine. He did the same on his visit to Israel. Instead of addressing the Knesset, his only speech was delivered at Tel Aviv University. In both cases, he urged the young folks to take hold of their destinies, and guide their governments with their heartfelt beliefs. Team Obama certainly loves a captive audience, a show, a foreign policy sugar pill. This gem floated by in Obamas speech: Of course Ukraine is not a member of NATO, in part because of its close and complex history with Russia. Nor will Russia be dislodged from Crimea --> or deterred from further escalation by military force.
