Looks like we have the following Powers delegated respectively: Federal Government * Print money * Regulate interstate and international trade * Make treaties and conduct foreign policy * Declare war * Provide an army and navy, protect the border (The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive [when the Legislature cannot be convened], against domestic Violence). * Establish post offices * Protect intellectual property (grant patents) * Make laws necessary and proper to carry out the powers granted to it by the U.S.Constitution The powers not delegated to the Federal Government by the U.S. Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the People. State Government * Issue licenses * Regulate intrastate businesses * Conduct elections * Establish local governments * Ratify amendments to the U.S. Constitution * Take measures for public health and safety (HEALTH CARE)
