the GOOD, the BAD & the UGLY Uticans take notice! Four significant long empty, bad and ugly, eyesore downtown buildings have been sold by the city and in the weeks and months to come will be filled with new businesses. The Cosmopolitan Center, the Richard Frank Building (both behind the Utica Aud), the former HSBC and the former White Cross Opticians on Oneida Square. All these properties will be brought back onto the tax roles and will not have to be torn down at taxpayer expense. New businesses, new activity and new life!
