ucare? Death Panels ALREADY EXIST--HEALTH INSURANCE COMPANIES INVENTED THEM. UCARE would immediately eliminate Medicare, Medicaid, Health care costs to private businesses; as well as Federal, State, and Local governments health care costs. Health care is ALREADY SOCIALIZED. It is simply not being efficiently reimbursed. 1) We must address changing demographics AND increase Americas competitiveness in a world marketplace in order to decrease the trade imbalance. 2) We must cut the budget in order to decrease the Federal, AND STATE AND LOCAL GOVERNMENTS deficits. 3) We must address COST SHIFTING which create artificially high pricing of health care services. 4) We must address the best way to implement this in a time when consumerism is out-pacing our production. 5) We must not only decrease the deficit but PAY OFF OUR DEBT and NOT LEAVE IT FOR OUR CHILDREN--future generations. 6) We must take the burden of health care costs off of private businesses if they are to compete in a global economy and we are to even the trade balance. Therefore, we must reimburse private, regional, preferred provider associations (PPAs) via consumer-related revenues. 7) We must appropriately address strongly postured economic pressures on the global economies of most nations, not simply the USA and European economies. 8) We must consider that the tax rate on productivity is not what brings in more revenues. Higher tax rates do NOT necessarily bring in more revenues. Value-added Taxes (VATs) on consumer-related items can address an over-zealous posture by those nations that have a current high productivity (at the expense of mistreating their own work force and environment.) User fees on market exchanges is a good option. (Free-money/liquidity finds its way mostly into nations that under value their employees remunerations). WE MUST STOP EQUATING RISE IN THE MARKETS WITH WELL-BEING. This rise in market returns only makes it more difficult for revenues to be invested in small-private business ventures as it competes on an uneven playing field with money needed for longer term investments in domestic ventures. Internet sales taxes can be acquired. They have been over-privileged for too long and unfairly take sales from local companies that provide show rooms and services to the consumer, only to loose sales to the Internet vendor. Retail sales taxes can be added onto existing products and services WITH REGRESSIVE RATES. Caps should be made in order to avoid high-end taxes on higher priced goods and services. Addressing income tax tables and indexes at this time is NOT necessary and only creates more political bickering. (Continuing the Bush tax cuts may actually increase revenues). Mandates must be adequate to quickly transfer federal (and most state and local government, as well as most private businesses existing health care insurance) into UCARE. Congress MUST use UCARE. Our leaders must demonstrate a change in their selves as an example to the public that it desires this plan to work for everyone. Private insurance companies can administrate the PPAs IF their administrative profits are capped at 3% of the total budget of UCARE in order to insure quality of services is provided to the consumer. 9) We must cap the total UCARE cost to USA at 12-13% of GNP. THIS IS REASONABLE! Much (30%) of the 17%-20% figure now used as the percentage of GNP that is going to health care costs is going into pure profit to an insurance cartel. Certain elective services, such as cosmetic services would not be in that budget--of 12-13% cap. Means testing for deductibles and co-pays should only, ONLY be used for indigent and NOT as a tool against wealthy--as a means to redistribute wealth. THE WEALTHY will already be paying their fair share because they generally purchase more and higher priced consumer goods and or utilize certain services such as the stock and bond market. Much of the present Health care legislation can simply be edited. Remove the requirement of purchasing private insurance and other encumberances--exclusive fountains and tips from the legislation. Allow some cap and trade incentives to encourage cost containing and healthy life-styles. (Ex.: free, or reduced cost of a chin-tuck for a loss of weight which reduces prescription costs; or reduced copays for those that under utilize preventive services in order to encourage their participation).
