well......obama is not a king or dictator,he cannot make or change laws by proclamation at a press conference. the legislative branch of our government-the house and senate make and pass laws. the executive branch either accepts or vetoes those laws.obummer tried to blame insurance companies for millions having had their health insurance cancelled,but they were only following the law that the democrats passed and obama signed.he cannot change that law by saying that the insurance companies dont have to follow his law! that is the job of congress.he was trying to save his political ass,and the butts of democrats who voted for his economy destroying obamacare.he did nothing for the people who lost and are losing their insurance policies.
