06 September 2013 For immediate release ANC NORTHERN CAPE PEC STATEMENT The Provincial Executive Committee (PEC) of the ANC held its ordinary monthly PEC meeting on 06 September 2013 in Kimberley. The PEC deliberated on its state of the Organisation, its state readiness for the coming elections as well as the overall state of politics in the province. OUTCOME OF THE NAMA KHOI COURT CASE The PEC expressed its disgust with the opposition coalition’s puerile behaviour of constantly approaching the courts when it fails to win the confidence of the electorate through universally accepted democratic means. The matter at hand was the outcome of the by-election that was held at the Nama Khoi municipality in May of this year. It is common course that the ANC won the by-election with an overwhelming majority of more than 2/3rds. This was a resounding rejection of the Cope-Da coalition government at Nama Khoi by the people of Concordia. This notwithstanding, the coalition government insists on denying the ANC to take over the government of the municipality, as per the wish of the people. However, the ANC has on three occasions been vindicated by the courts and is ready to govern the municipality. Comrade Lorenzo Faber was subsequently elected as Speaker of the Nama Khoi municipality and the council is expected to elect its mayor by 12 September 2013. The PEC agreed that a political process needs to unfold where its branches and general membership in the Nama Khoi area needs to be informed of the position of the ANC. The general community of Nama Khoi should also be made aware of the disingenuous attitude of the coalition. PROGRESS ON THE LIST PROCESS Amongst others, the PEC reflected on the list conference that will be held 4 - 6th of October in 2013. The list conference is where the branches will nominate the best candidates to represent the ANC at the Provincial and National Legislatures in 2014. Members are advised to elect comrades who are committed to change the lives of the people and who are dedicated to the ANC and who understands the policies of the ANC. Those who will be elected need to be credible comrades whom people can relate to. The deadline for Branch General Meetings will be on 20 September 2013 for nominations of potential candidates. The PEC further resolved that it will ensure that the principle of 50% representation of women on all lists will be upheld. Further, that all efforts will be made to retain 60% of current serving ANC public representatives at all levels. This will ensure that the ANC retains the experience and political investment it has made in its public representatives over the years. PREPARATION FOR WOMEN’S LEAGUE CONFERENCE The Women’s league in the province is preparing for the provincial conference which will be held by the end of October 2013. The branch general meetings are underway. Pixley Ka Seme and John Taolo Gaetsewe will be concluding their BGM’S and Z F Mgcawu, Namakwa and Frances Baard will be starting with their BGM’S from next week. It is at these Branch General Meetings that the Women’s League branches will be nominating comrades to lead the ANC Women’s League at regional and provincial levels respectively. SYRIAN SITUATION The PEC further reflected on the situation in Syria and expressed its concern on the stance of countries such as the USA, France, Russia and Britain on the matter. The PEC further resolved that it will prepare a discussion document which will give more clarity on the issues obtaining in the East and West relations. The purpose of this discussion document is to give clarity on the ANC’s stance with regards to these global politics and to assist branches to get a deeper understanding of at its next meeting it will re is a serious concern on the Syrian war that is underway of the issues at hand. The PEC agreed that any international challenge should be resolved through diplomatic processes SALE OF RDP HOUSES TO FOREIGN NATIONALS The PEC expressed its concern of the sale of RDP houses and these houses being turned into business premises while those members of the community rejoining the waiting list for houses again. This is defeating the intention of the ANC’s programme to eradicate homelessness. The PEC expressed a need for legislation around the matter of RDP houses and municipalities should look at their by-laws to prevent this practice. POLITICAL SCHOOL The Jack Simons Winter Political School was held from 01 to 03 August 2013 and there will be a summer political school which will be held from 31st October to 02 November 2013. The political school will serve as a fountain of wisdom and inspiration for regions and branches of the ANC towards a deeper understanding of the political ideology, quality of discussion on various subjects and thereby sharpen their tools of analysis. During the political school, cells where established, the reason for these cells is to provide a study platform for the comrades who attended the winter political school. These cells will assist in improving the quality of discussions, thereby sharpening the level of understanding of the participants on the various subject matters. All cells are expected to integrate the work of the Winter Political School with their preparations for the Summer Political School. FUNDRAISING The Province is planning to host a Golf Day in September where there will be fundraising for the ANC. The national deputy president, cde Cyril Ramaphosa is expected to attend the Golf Day. MEMBERSHIP CARDS Before the end of the year, membership cards for 1.2 million members who are in good standing and audited before the 53rd National Conference in Mangaung will be produced. Regions of the ANC are implored to keep a clear data of membership of each branch. In the next two months from 14 September to 18 November 2013, the ANC will be convening nation-wide Manifesto Forums to interact with the people from all walks of life on the process of the formulation of the Election Manifesto NATIONAL DOOR TO DOOR PROGRAMME The period from August to December 2013 marks the beginning of the second phase of our election campaign. This phase will be anchored on massive door-to-door campaigns, meetings with various sectors of our society and intensify the message regarding the need for young people to get their ID’s and register to vote. The door-to-door will be on 12 and 13 October 2013 in the Northern Cape where all NEC members, National Ministers, Members of Parliament and all deployed cadres of the ANC will be visiting the province. RESHUFFLING OF PROVINCIAL LEGISLATURE PORTFOLIO COMMITTEES The PEC also looked at its list of portfolio committee members and chairpersons in the provincial legislature and amended it as follows: • Agriculture, Land Reform, Rural Development, Environment and Conservation: cde NJ Galela • Cooperative Governance, Human Settlement and Traditional Affairs: Cde GG Oliphant • Education, Sport, Arts and Culture: Cde B Mbinqo-Gigaba • Finance, Economic Development and Tourism: Cde G Parker • Health and Social Development: Cde AJ Beukes • Safety, Transport and Public Works: Cde KD Molusi • Chair of Chairs: Cde NJ Galela • Legislature and Premier’s office: Cde KD Molusi REPATRIATION OF FALLEN HEROES AND HEROINES The PEC resolved to develop a reliable database of all comrades and activists that have disappeared and unaccounted for inside and outside of the country during the time of the struggle. The aim of this exercise would be to repatriate the remains of these comrades to the Province. A blue print to guide the execution of this task was presented to the PEC and was officially adopted. A preliminary database has been developed of all the comrades that are to be repatriated, this database will now be verified. Upon verification the PEC will identify and begin the process of repatriation of our fallen heroes and heroines. This process will be dealt with the highest level of sensitivity and care as possible.
