08/12/14 6PM HAGUPIT Updates AT 4:00 pm today, the center of Tropical StormRUBYwas estimated based on all available data at 15 km Southeast of Laiya, Batangas (13.6˚N, 121.5˚E), with maximum sustained winds of 85 kph near the center and gustiness of up to 100 kph. It is forecast to move West Northwest at 13 kph. Forecast: Metro Manila, Calabarzon and the provinces of Bataan, Marinduque, Northern Oriental Mindoro including Lubang Island will experience stormy weather while the provinces of zambales, Pampanga, Tarlac, Bulacan, Rizal, Romblon and the rest of Quezon and of Mindoro will have rains with gusty winds with moderate to rough seas. The rest of Luzon and vVsayas will have cloudy skies with light to moderate rainshowers and thunderstorms. Mindanao will be partly cloudy to cloudy with isolated rainshowers or thunderstorms. Moderate to strong winds blowing from the northeast will prevail over the rest of Luzon and coming from the northeast to northwest over the rest of country with moderate to rough seas .
