(1.) CONGRESS (1.a) In creating the U.S. Congress, the Founding Fathers struck a balance between the states as governmental powers--who insisted on equal representation--and the voting strengh of the people within each state. In the Senate, each state would have equal voice, with two senators each. In the House of Representatives, each state would have a variable number of representatives based on a certain population ratio. (Currently the ration is approximately one representative for each 410,000 persons).
