1. This vacancy announcement is for the position of First Sergeant. a. Projected fill date: On or about 1 February 2015. b. Unit where vacancy exists: CO B 1-116th IN BN (Lexington, VA) c. Female assignment eligibility: NO d. Position MOS: 11Z5M e. Eligibility Criteria: (1) Applicants must meet one of the following criteria: (a) Hold the rank of Master Sergeant/E8 (b) Be on the current Master Sergeant EPS list. (c) Hold the grade of E7 with at least 24 months Time-in-Grade (TIG) and 13 years Time-in-Service (TIS) and must have at least three years Remaining Service Obligation (RSO) on effective date of the promotion. (d) Must meet all requirements to be boarded for the 2015 promotion board. Soldiers in this category who are selected by the board will be assigned into the 1SG position for assignment only and will not be promoted until the publication of the 2015 OML. For any reason the assigned Soldier does not make the 2015 MSG OML he will be removed from the 1SG position and the position will be advertised. (2) Must have a minimum of a Secret Security Clearance, or be eligible for an “Interim” Clearance as determined by the VaARNG State Security Manager (SSM). (3) Must be a graduate of Senior Leaders Course (or the USASMC) or complete by 1 March 2014. Must complete SSD level 4 or complete by 1 March 2014. SFCs with a DOR of 1 Oct 92 or earlier are considered NCOES qualified and can be selected for MSG without any training requirement. (4) Traditional Soldiers, if not MOSQ when selected for this position, Soldier must become MOSQ within 12 months. (5) Technicians who are MOSQ may apply. (6) AGR Master Sergeants currently assigned in E8 positions within a TDA unit are eligible to apply. AGR Soldiers must meet the MOS qualifications for MTOE Paragraph/Line. f. Promotion: Selected Soldier will be eligible for promotion to Master Sergeant and laterally appointed to First Sergeant if they meet all promotion criteria. 2.
