11/12/14 Dear Arabian Breeders, There will be an extraordinary resolution brought to the convention delegates next week that will change the Exit the Ring Procedure for our breeding classes. This allows a presentation of the entire class prior to the individual judging of each horse. This resolution is in response to some of the breeders/handlers that believe that it will add excitement to the breeding classes by being able to see the whole class yet not having to keep the horses standing in the class for the presentation of each horse. It will be similar to the process used by the World Cup to present their horses. I hope this is a resolution that you can support. RESOLUTION: Use bold/italic for new wording, strikethrough to indicate deletion Whereas, Breeding/In-Hand procedures have been in effect since April 1, 2008, and Whereas, In the opinion of the proponent, it is time to make a change to the Exit the Ring Procedure, and Whereas, In the opinion of the proponent, breeders like to be able to visibly compare horses to each other in the class, and Whereas, In the opinion of the proponent, it would add excitement to the class to be able to bring the horses into the ring one at a time at the trot and then have the entire class walk around the arena to be viewed by all (spectators, breeders, individuals around the world on live fee and judges); Therefore, Be It Resolved, That the following wording be added to USEF AR116.6.b. Exit the Ring Class Procedure; The class entrants must be in a “controlled paddock” outside the ring until entering the ring. The horses will enter the ring one at a time at the trot. They will continue around the ring at the trot at the direction of the ring steward. Once all the horse are in the ring, they will be asked to walk around the ring or a shorten version of the ring as directed by the ring steward. The horses will be excused from the ring at the end of the walk back to the “controlled paddock”. Then the horses will enter the ring individually in the designated order of go (AR113.2) The horse shall enter at a trot, and at the handler’s discretion may either proceed directly along the rail, or trot a counterclockwise circle at the in-gate end of the arena and then proceed along the rail to a designated point by the judges. The horse shall then walk in a relaxed manner on a loose lead with the handler at the side of his horse, whips down. The lead must maintain a discernible drape and the handler must not place his hand on the chain or close enough to in any way restrict the natural head and neck motion. The handler may not necessarily impede the forward motion of the horse while at the walk. Each horse shall be led to the judge(s) at the walk ad presented to judging. In order to satisfy a proper presentation to the judge, horses should stand correctly, bearing weight on all four feet (not stretched), in a quiet and deliberate manner. Following the evaluation by the judge(s), horses shall walk away from the judge(s), and then strike a trot. At the handler’s discretion they may trot a counter clockwise circle and they proceed towards the exit, or proceed directly towards the exit. The scores for all categories will be completed, recorded, and announced at this time. The horse shall be excused from the ring to the controlled paddock where it shall remain until the placings are announced, and the next horse shall enter promptly and be presented accordingly until the class is completed. Effective: December 31, 2014 or when approved by USEF/EC. (If a Standard resolution, the effective date will be December 31 of the year after the Convention) RESOLUTION TYPE (REQUIRED): Standard __________ Extraordinary ____X______ “If indicated as “Extraordinary”, the proponent must list reasons which establish Chapter 9, Rule 101.2 has been met) RULE 101.2.a) i) (2) AHA needs to be responsive to the wishes of the halter community and needs a way to bring more exhibitors to the National Shows to compete. This needs to be effective as soon as possible so that the shows may use this procedure during the 2015 show season to try and increase entries. Without this potential change in the Exit the Ring Procedure, U.S. Nationals may potentially be down 40 horses in the Breeding/In-Hand classes based from exit discussions with owners. The potential loss in horse revenue may be $52,000 and the potential loss in sponsorship with those horses may be $28,000. PROPONENTS FINANCIAL IMPACT (REQUIRED): Refer to Chapter 9, Rule 101.3.e. for financial requirements Potential loss of $80,000 on the U.S. Nationals budget; $40,000 in horses, $12,000 in tack stalls and $28,000 in sponsorship.
