#1668- The new set of rules brought out by the university regarding the functioning of the mess and hostels has received widespread criticism from several sections of the student community. Many feel that the university administration is intruding into their privacy and curtailing the basic rights of the students. Being a research scholar and has seen the pros and cons of the ‘RIGHTS’ that you are talking about, I request you to kindly consider the following points. The Explanation for each rule that I am giving is my personal opinion you, may agree or disagree, but most probably this would be the official explanation from the University Admin that we can expect. Rule1) – Men are not allowed in the ladies’ Hostels. Explanation – several girls feel uncomfortable seeing men, sometimes strangers from outside the campus, wandering in the corridors of ladies’ hostels even at night. It is the responsibility of the administration to provide security for students as long as they stay on the campus. In the event of any untoward incident, the university will be responsible for not taking care of the students. Therefore it is legally binding for the university to provide maximum security to students. Contrary to the popular misunderstanding, the rule does not imply any gender discrimination. Rule 2) – Girls are not allowed in Men’s Hostel Explanation – In the recent past there were many reported cases of theft in men’s hostel. During the enquiry, it was brought to the notice of the university officials that several intruders are frequenting the hostels under the pretext of visitors, and utilizing the mess facility without paying. The presence of strangers on the campus makes it increasingly difficult for the security personals to perform their duty. Considering the complexity of the matter, there should be an effective security system to prevent any loss of valuables from the hostel as well as keep the mess bill under check. Therefore, as per the new rule, only inmates can enter their respective hostels. All others, including university students (both girls as well as boys) staying in other hostels will be treated as outsiders. Rule 3) – Only girls can take membership in the Girls’ Mess Explanation – many members of the Girls’ Mess firmly feel that an exclusive mess for women will be the first step towards reducing the mess bill. This will possibly reduce the consumption rate and thereby reduce the expenses considerably. Rule 4) – Those who are entitled for House Rent Allowance are not allowed to stay in the Hostel. Explanation – The Hostel Rules do not guarantee accommodation for all. In fact, due to scarcity of rooms, even PhD students are forced to share their rooms with other inmates, causing inconvenience to their research. If scholarship holders make use of their HRA and find their own accommodation outside the campus, the university can provide accommodation to all deserving candidates. Rule 5) – Rs. 5000 towards Mess Caution Deposit Explanation – to prevent students from not paying mess bill Rule 6) – Compulsory Mess Membership Explanation – This step will reduce the mess bill considerably. Additionally, the new rule will encourage students to abstain from using substandard LPG Cylinders in the Hostels, which are a potential threat to the security of everyone. As per the Hostel rule, the inmates are not allowed to use electric cookers and stoves but it has come to the notice of the admin that several people use all these electric equipment causing shortage of power and huge electricity bill. NB. If anyone has any objection to these rules they should find alternative solutions to the aforementioned problems before calling for General Body Meeting. Most importantly, the parents of the new students are going to welcome the security measures suggested by the university authorities. All the best.
