17 June 2013 Dear Friends, Greetings! Critical to democratizing public finance is for citizens to understand where funds come from, where it goes, and how it can be accessed. The 20+ member organizations of the Alternative Budget Initiative Health Cluster intend to tackle in a series of learning sessions the sources of financing for health, particularly to address the needs of marginalized sectors, such as children, youth, women, senior citizens, and persons with disability. In light of this, we would like to invite you in the first part of the series discussing the earmarking and special funds for health by looking at the Sin Tax, the People’s Survival Fund (PSF), and the Calamity and Disaster Risk Reduction and Management (DRRM) Fund. This will be held on 28 June 2013, Friday, 9:00am-5:00pm, at 2nd floor, Conrado Benitez Hall, Philippine Rural Reconstruction Movement Building at #56 Mother Ignacia Avenue corner Dr. Lazcano St. Quezon City.
