1970 COLLEGE ADMINISTRATOR The first black president of a major American university in the twentieth century was Clifton Reginald Wharton, Jr., (1926- ) who on January 2, 1970, became president of Michigan State University in East Lansing. He was named chancellor for the State University of New York in 1977. SCHOOL Elbert E. Allen (1921- ), a dentistry graduate of Meharry Medical College (1947), was the first black since Reconstruction to hold office in Shreveport, La, when he was elected to the Caddo Parish School Board. In the same year of his election to the school board, Allen also became head of the American Woodmen, a fraternal organization with some forty thousand members.
