{#2 Issue is Cable promissing to increase Aprentice income by £1 an hour. This is #3} Nick Clegg has refused to rule out the Liberal Democrats joining a government committed to an in/out vote on membership of the European Union, saying he would “relish” a referendum. The Lib Dem leader said he was committed to a referendum when there was EU treaty reform, but criticised the “arbitrary date” of 2017 set by the Conservatives. The Financial Times this morning quoted a Lib Dem minister saying the party “can’t stop the Tories having their EU referendum”, but would demand a “grand package” of constitutional reform in return. Mr Clegg refused to be drawn when asked repeatedly whether the issue would be a “red line” for him in future coalition negotiations, telling Sky News: I’m genuinely not going to get into red lines. However, the Deputy Prime Minister said the Lib Dems had already committed to a referendum through the legislation which guarantees a vote when powers are transferred away from the UK. “We have in law a guarantee about when a referendum will take place – when the rules of the game change. And more than that, I say that the question on the ballot paper should be ‘in or out?’. And I would relish that moment,” he told the Today programme. “We don’t hold referenda every other Tuesday in this country; we do so when something has changed and we need to really make up our mind as a country.”
