Learn more at m2m.org or follow mothers2mothers @m2mtweets The following positions are based at HEAD OFFICE - CAPE TOWN Purpose: The Associate Director will support the creation and coordination of a new Management Council, comprised of mid-level managers across m2m departments/units. The ADOC will participate in weekly business meetings with the Chief Operations Officer (COO) and Director of Finance to review business development opportunities (specifically risk and costing), and will also have monthly one-on-one meetings with the CEO to discuss risk management, compliance, and other key issues. This position carries responsibilities that extend across the organization and its entities. The position reports to the Chief Operating Officer and is based in Cape Town; however, span of responsibility is organization- and entity-wide. Key performance areas: • review cost proposals, in coordination with the Business Development and Finance Departments, including budget cost notes, certifications, subordinate or sub-recipient templates and negotiations, reviewing final solicitations and proposals for compliance, responsiveness and sound business practices in pricing • review, negotiate, and execute incoming award agreements • work closely with the Senior Programme Manager: International Operations on new project design and start-up • lead the design and implementation of the country office decentalization process • serve as the Project Director on several multi-lateral or foundation awards • support the Senior Programme Manager with effective and efficient start-up of new country programmes • serve as the main point-of-contact with donors/clients in matters of negotiation of agreement terms, contractual discussions, and compliance • serve as the “compliance focal person” for all assigned projects and provides guidance and advice to programme and finance staff on compliance issues and questions • responsible for drafting, reviewing, negotiating, and executing outgoing agreements, including sub-agreements, teaming agreements, memoranda of understanding and lease agreements • assist with ensuring data integrity of award & sub-award information in Award Vision/Navigator • develop standard templates and terms and conditions for grant award letters, agreements and contracts for various donors/clients • ensure compliance with donor regulations and m2m policies, including Conflict of Interest • ensure proper close out of projects and oversees close-out plans with programme and finance staff • assist with developing training materials and facilitating training sessions on key issues such as Awards Management, Compliance, Code of Ethics/Conflict of Interest, etc. • work closely with Senior Grant & Compliance Officer to develop, review, and implement award/sub-award management associated procedures within pre-established parameters • remain current on changes within the industry through resource sites, publications, and continuing education, and provides training and refresher sessions on pertinent topics • assist with ad hoc projects as needed. Knowledge, experience and competencies required: • minimum BS/BA degree with at least 6 years’ of experience and a track record in U.S. federal and/or private grants/contracts management. Experience with U.S. federal government-funded projects preferred. Master’s of Health, Non-Profit Management Business Administration or Accounting or similar highly desired • demonstrated expertise with researching, interpreting, and applying donor regulations. Associate Director: Operations & Compliance (ADOC) Purpose: The Senior Programme Manager (SPM) is a core member of the Department of International Operations, with primary responsibility for oversight and management of 6 country programmes and projects, working closely with all functional units of the organisation, including Finance, HR, Grants & Compliance and Business Development. The position reports to the Chief Operations Officer and is based at m2m Head Office, with frequent international travel. Key performance areas: • provide strategic and advisory role to Country Leads on programme and project development and management: * ensure realistic operational and programme/project plans are developed and implemented, in line with m2m and DIO strategic priorities * ensure cost-effective budgets are developed and managed, working closely with m2m Finance team * ensure compliance to donor requirements and guidelines, working closely with the m2m Grants & Compliance team, including review of technical and programmatic reporting to donors • lead and/or support development of concept notes and proposals for funding of new projects/initiatives, in conjunction with DIO staff, Country Leads and Business Development • serve as Project Director for Foundations and major in-country sub-awards, with accountability for management, implementation and monitoring of projects • promote programme innovation and integration by leading and coordinating m2m pilot projects, in collaboration with DIO leaders and country teams • identify project successes, challenges, lessons learnt and recommendations for scale-up where necessary; document for internal use and external audiences • lead new country start-up in collaboration with BDU • manage and coordinate operational and technical support from m2m head office to country teams • lead and coordinate internal quarterly review process, including analysis and presentation of outputs to DPTS and DIO, in conjunction with M&E team • manage and support the work of external consultants, as necessary • represent m2m in high level forums, as appropriate • backstop Country Leads, if and as needed • represent and sensitively reflect the interests and needs of Country Leads at m2mhead office • approve departmental transactions on behalf of COO or Deputy Director Operations, in his/her absence. Knowledge, experience and competencies required: • a Bachelor’s degree in Public Health, Social Studies or related field; Masters degree preferred • 7-10 years’ relevant work experience in programme development and management, 5 years’ of which should be with an international NGO • solid understanding of project cycle development and implementation • strong understanding of USAID, DFID and other multi-lateral funding instruments • demonstrable experience in programme design and management, including innovation and project management in resource limited settings • high level of experience in work planning, and country level HR processes • experience with new project start-up at country level • experience in coordinating operational planning processes • experience in managing complex stakeholder processes and ability to provide clear communication around those processes • experience in budgeting and financial monitoring • experience in programme monitoring and evaluation • excellent writing skills including analytical reports and proposals • experience in managing key donor relationships and external strategic partners and meeting diverse donor requirements • strategic thinker, with excellent analytical, problem-solving skills and research skills • ability to manage senior staff effectively • ability to lead cross-cutting projects, ensuring coordination and synergy • ability to manage multiple key strategic priorities under time pressure • high level of computer literacy • well-developed interpersonal management and communication skills • strong design and conceptualization skills - able to think creatively and systematically at all project levels (goal, objectives, activities, inputs).
