Kim said the DP will provide full-fledged support for Heo’s victory. / Yonhap By Jun Ji-hye The main opposition Democratic Party (DP), which has been on the defensive over the missing transcript of the minutes of the 2007 Inter-Korean Summit, is now using alleged interference in last year’s presidential election to bolster its position. The alleged intervention in the election by members of the National Intelligence Service (NIS) and the military’s Cyber Command is at the center of a controversy in the ongoing National Assembly audit of ministries and other government entities. Until recently, the DP was being attacked by the ruling Saenuri Party after investigators announced that the minutes of the dialogue between the late President Roh Moo-hyun and the late North Korean leader Kim Jong-il were not handed over to the National Archives of Korea, although the transfer was mandated by law. The ruling party argued Roh deliberately disposed of the data to conceal his offer to negotiate over the country’s West Sea border, the Northern Limit Line. However, the recent removal of prosecutor Yoon Seok-yeol from a special team investigating the alleged election interference by the NIS has ignited controversy over external pressure on the prosecution. Yoon claimed during the parliamentary audit that he felt it difficult to conduct a transparent investigation due to the pressure. DP lawmakers Jin Sung-joon and Kim Kwang-jin’s revelation of the Cyber Command’s involvement added momentum to the party’s argument that President Park Geun-hye ― who it says was helped by the intelligence authorities ― should take responsibility. According to the two, the command, set up in 2010 to oversee military cyber warfare and security, is suspected of having uploaded negative comments during the presidential poll against then DP presidential candidate Rep. Moon Jae-in in tandem with the NIS. Moon, the chief of staff under the late Roh government who was the main object of the Saenuri Party’s attack over the missing transcript, issued a statement Wednesday, urging President Park to show her will to resolve matters involving the “unfair” presidential election. “It is not important whether or not she was aware of the NIS and military intervention in the election. What is the most important is that she received help from them anyway,” said Moon. The DP is planning to make the most of the scandal during the rest of the parliamentary audit. “We will continue to intensify our offensive moves against the ruling party and Cheong Wa Dae in the Assembly audit as well as in the upcoming interpellation session,” said a DP official. The DP is expected to continue to refer to the scandal in inspections targeting the Ministry of Patriots and Veterans Affairs and the Military Court on Oct. 28, and the Supreme Prosecutors’ Office on Oct. 31. The opposition party wants to pass measures to reform the NIS, saying the election intervention seriously harmed the country’s democratic processes. In its measures, it wants the NIS department responsible for domestic affairs be disbanded because it believes the unit is behind intervention in political issues. The ruling party and the NIS oppose the DP measures, saying the unit is necessary to root out North Korean spies and sympathizers in the South. 민병두 부정선거 맞다…대선불복 주장은 동문서답 민주당 민병두 전략홍보본부장은 23일 지난 대선은 3국 1경(국가정보원, 국군사이버사령부, 국가보훈처, 경찰)이 합작한 부정선거가 맞다고 밝혔다. 민 본부장은 이날 기자간담회에서 이번 국감의 주요 성과로 국가기관의 부정선거 의혹이 확인됐다는 점을 꼽으며 이같이 말했다. 민 본부장은 국감을 통해 더욱 분명해진 것은 법무장관이 수사에 개입했고, 서울중앙지검장이 직권남용에더 정치중립 의무를 위반했다는 사실이라면서 국정원장도 수사방해와 증거인멸 교사라는 범죄를 저질렀으니 이제 해임의 사유가 분명해졌다고 인사조치를 촉구했다. 뿐만 아니라 대통령이 사과해야 할 이유도 더욱 분명해진 것이라며 청와대를 압박했다. 국정원 댓글의혹 수사에 대한 외압 논란에 대해서는 과거 정권의 문제가 아니라 현 정권의 문제라면서 남은 열흘의 국감을 통해 현 정권의 책임이라는 것을 분명히 하겠다고 선포했다. 다만 수사 외압과 군 정치개입 의혹에 대한 특검 추진 여부에 대해서는 지금은 팩트를 쌓아서 분노를 축적시키는 게 중요하다. 야구로 치면 7회말 정도라면서 국감이 마무리되는 시점에 정식 제기할 것임을 시사했다. 민 본부장은 지난 대선을 부정선거라고 규정하기는 했지만 대선불복이 아니냐는 여권의 공격에는 동조하지 않았다. 민 본부장은 부정선거 규정 = 대선불복이라는 여권의 주장에 대해 박정희 정권 때 왜 때려요하고 물으면 왜 맞느냐고 대답한 것과 똑같은 동문서답이라면서 부정선거인 것은 맞다. 국가를 바로세우기 위해 어떻게 문제를 고쳐야 할지 여야가 다 고민해야 하는데 본질을 외면한 채 가지만 갖고 이야기하는 것은 정당하지 않다고 지적했다. 최근 당내에서 강경 발언이 쏟아진 것과 관련, 일부에서는 심정적으로 대통령을 인정하고 싶지 않을 것이고, 과한 표현도 있었다면서도 대통령을 탄핵하라는 이야기를 하는 것이 아니다고 해명했다. 한편, 개각설과 관련, 민 본부장은 경제팀만 조치하고 끝내려고 한다는 정보가 있다면서 전면 개각 요구까지는 아니지만 경제팀 교체만 갖고서는 안 될 것이라고 말했다.
