2013 Statewide Election Day for Colorado - November 5, 2013 Mail Ballot Election There are 2 items to vote on in the state. Amendment 66 and Prop AA Amendment 66 is a vote to fund public schools by raising the income tax by .37% for those making up to $75,000. After that, it increased to 5.9%. It will also create a new formula for allocating state and local funding to school districts. And, the bill will make it law that at least 43% of all state tax revenue must go to public schools. Prop AA is the Marijuana Tax. A 15% WHOLESALE tax would be placed on all Marijuana cultivators selling to retailers. The tax would be exclusively for public school construction. In addition, a 10% retail sales tax would be placed on Marijuana in addition to the existing 2.9% tax. Of this, 85% of the revenue generated from this tax would go towards health, public safety, and education related to the product. The remaining 15% will go to the counties and cities that allow the retail sale of Marijuana in their limits. The bill would also allow the state legislatures to raise the taxes on Marijuana, but not above 15%. Registered voters should be receiving an information booklet in their mail. This is not a ballot. The ballots will be sent out next month and they are real easy to understand. Simply select yes or no.
