29. Congresses, not presidents, are most responsible for economic conditions, despite the fact that people credit, or blame, whomever is President at the time. For example, Bill Clinton never (repeat: NEVER) presented anything close to balanced budgets, let alone surpluses; they were forced upon him by Republican congresses. So the Democrats taking credit for them is based on misled ignorance if not deliberate deception. Often enough, economic conditions under one president are mostly determined by congresses during previous administrations. The most dramatic example was the economic collapse of 2008, which was caused primarily by the consequences of the Community Reinvestment Act passed by the 95th Congress in 1977, 31 years beforehand and then vigorously expanded during the Clinton administration, and then multiple attempts to stop the madness by the Bush administration were all stymied by Democratic congresses -- who later went on to blame Bush for the resulting collapse anyway. All taxing and spending legislation In the U.S. federal government must start in the House of Representatives. The current incredibly massive deficits are caused by the enormous spending increases that were passed by the Democrat-dominated congress in 2009 and 2010, and they were passed with mandates to stay in effect for years to come.
